Forms and Slips Coverage

The slips, RL slips and summaries included in Taxprep Forms 2019 normally apply to the 2019 taxation year. You can nonetheless use them if you need to file a slip for the 2020 taxation year before the 2020 versions of the slips are made available by government authorities.

Individual forms can be used until they are updated by the CRA or RQ. Note that the Taxprep e-Bulletin notifies you each time an updated or new form is made available in a program update.

Opening Files and Rolling Files Forward

Client files with the .T19 extension

Client files with the .T19 extension that have been saved with Taxprep Forms 2018 can be opened with Taxprep Forms 2019 without having been rolled forward first. When opening that file, a dialog box displays and asks you if you want to recalculate the file with the current version. By answering yes, you can simply continue working in the file. If you answer no, the data in the file will be locked. It can be unlocked later using the Properties dialog box (File/Properties command).

Client files with an extension other than .T19

Client files with a .T16, .T17 or .T18 extension that have been saved with a 2016, 2017 or 2018 version of Taxprep Forms can also be opened with Taxprep Forms 2019 without having been rolled forward first. To open such a file, access the Open dialog box (File/Open command). Using the Look in: drop-down list, select the directory where the client file has been saved. Then, enter “*.*” in the “File name:” box and press Enter to display the list of client files. You can then select and open the client file you want to access. When opening the client file, a dialog box displays and asks you if you want to recalculate the file with the current version. By answering yes, you can simply continue working in the file. If you answer no, the data in the file will be locked. It can be unlocked later using the Properties dialog box (File/Properties command).

Rolling forward client files

To roll files forward with Taxprep Forms, select File/Roll Forward.

Taxprep Forms 2019 allows you to roll forward client files that were saved with the 2018 version of Taxprep Forms or Cantax FormMaster, which have the .T18 extension, as well as client files saved with Taxprep Forms 2019 or Cantax FormMaster 2019 that have the .T19 and .T20 extension.

Taxprep Forms 2019 also allows you to roll forward client files that were saved with a 2016 or 2017 version of Taxprep Forms or Cantax FormMaster. To do so, access the Roll Forward dialog box (File/Roll Forward command). Using the Look in: drop-down list, select the directory where the client file has been saved. Then, select “CCH Forms (*.T??)” in the “Files of type:” box to display the list of client files. You can then select and roll forward a client file.

Furthermore, Taxprep Forms 2019 allows you to roll forward the files saved with the AvanTax eForms application that have a .T18N extension and the files saved with Intuit’s ProFile FX application that have a .18X extension.

Note: In a rolled-forward file, the taxation year cannot end after December 31, 2020.

Attached notes

Government requirements

At the federal level and in Québec, any filer filing more than 50 information slips of a same type must file the data electronically by Internet. Below that threshold, paper filing is accepted.

Taxation years covered

Revenu Québec only accepts electronic transmissions of the RL slips for the 2019 and 2020 taxation years. The CRA does not impose restrictions about the taxation year that can be processed.

Important dates for Internet transmission

Taxprep Forms 2019 complies with the latest Internet transmission requirements issued by government agencies. Files generated with Taxprep Forms 2019 can therefore be electronically transmitted:

  • To the CRA, starting on January 6, 2020, (date on which the CRA reopens its Internet transmission service, which will be closed on December 22, 2019, for update purposes);
  • To Revenu Québec, without any delay (as Revenu Québec’s Internet tran smission service has been updated on November 5, 2019).

CRA’s Web Access Code

If you already have a Web access code, you can use it to file your information returns for 2019 and subsequent years.

AUT-01, Authorize a Representative for Access by Phone and Mail (Jump Code: AUT01)

AUT-01X, Cancel the authorization of your representative (Jump Code: AUT01X)

Significant changes have been made to the authorization process for representatives with the CRA. The CRA has not been accepting requests to authorize or cancel a representative using the T1013, NR95, RC59 and RC59X forms since February 10, 2020, as these forms were removed. They have been replaced by Form AUT-01, which allows you to communicate with the CRA by telephone or in writing, and Form AUT-01X, which allows you to cancel an authorization. If you completed an authorization or a cancellation request using one of the removed forms in a prior version of the program, only a portion of the information will be transferred to the new AUT-01 and AUT-01X forms. Therefore, we strongly recommend that you review the content of these forms before filing them.

In addition, in the AUTHORIZATION FORMS tab of the preparer profile, the NR95 – Authorizing or cancelling a representative for a non-resident tax account and RC59 – Business Consent for Offline Access sections have been deleted and the T1013 – Authorizing or cancelling a representative section has been renamed AUT-01 – Authorize a Representative for Access by Phone and Mail. The level of authorization drop-down list has been replaced by the options on the line Type of access in a new section entitled Other options. In this section you must also select the access level to business accounts. This choice replaces the All program accounts check box in the former RC59 section. You must now choose between a representative that is an individual or a firm by selecting the check boxes provided for this purpose.

FP-2190.AC, GST-QST New Housing Rebate Application for a New Home Purchased from a Builder (Jump Code: FP2190AC)

Form FP-2190.AC, for the reimbursement of taxes, has been added to the program. This form, which is used to indicate whether the builder did or did not pay or credit the GST/QST rebate to taxpayers, replaces Forms FP-2190.A and FP-2190.C, which have been removed. Note that data in the applicable form, i.e., FP-2190.A or FP-2190.C will be retained in the new form. Therefore, we strongly suggest that you review the entire form before submitting it.

FP-2190.L, GST-QST New Housing Rebate Application: Owner of a Home on Leased Land or a Share in a Housing Co-Op (Jump Code: FP2190L)

As a result of an update by Revenu Québec, Form FP-2190.L underwent many changes. The form was for the most part redesigned, i.e. sections were renumbered while others were added, for example Section 2.2.2, Surface area of home, which is entirely new. Therefore, we strongly suggest that you review the entire form before submitting it.

FP-2190.P, GST-QST New Housing Rebate Application: Owner of a New or Substantially Modified Home (Jump Code: FP2190P)

As a result of an update by Revenu Québec, Form FP-2190.P underwent many changes. The form was for the most part redesigned, i.e. sections were renumbered while others were added, for example Section 4, Information about the fair market value of the property, which is entirely new. Therefore, we strongly suggest that you review the entire form before submitting it.

RC145, Request to Close Business Number Program Accounts (Jump Code: RC145)

Part E – Close RZ program account for an information return was added to this form so that you can indicate which program accounts you would like to close.

T661, Scientific Research and Experimental Development (SR&ED) Expenditures Claim (Jump Code: 661)

The following lines, which relate to capital expenditures, were removed from the form, because they refer to a taxation year ended before 2014:

  • 350, 355, 390 and 400 in Section B of Part 3; and
  • 496, 504, 514b, 514b1, 514b2, 514c, 514d, 514e, 514, 516, 518, 532, 535, 540, 543, 546 and 558 in Part 4.

In Part 4, the amount on line 528 is subtracted from the calculation of the amount on line 529. As a result, the amount calculated on line 529 is now 20% of the total of the amounts on lines 340 and 370 minus the amount on line 528. In addition, line 557 was replaced by line 559.

The rate used to calculate the prescribed proxy amount (PPA) is 55% for a taxation year started after 2013. In that respect, the calculations for obsolete periods in Section B of Part5 were removed.

In the table in Part 6, column 758, Overhead and other expenditures in the tax year (total of line 360, if applicable), has been added. The fields in this column must be completed if the traditional method is used and the information is mandatory for a taxation year end after 2019 and optional for a taxation year end before 2020. To generate data in this column, data must be entered on line 758 of Form T661 Part 2 for the project involved. Note that the amount on this line will affect the total project cost.

T661 Part 2, Project Information (Jump Code: 661 PART 2)

Following the addition of column 758 in Form T661, line 758, Overhead and other expenditures (Portion of the amount on line 360) was added under line 756. Note that the amount on this line will affect the total project cost.

T777, Statement of Employment Expenses (Jump Code: T777)

This year, two capital cost allowance classes were created for zero-emission vehicles purchased after March 18, 2019. The first is class 54, for motor and passenger vehicles excluding taxicabs and automobiles used for lease and rent. The second is class 55, for automobiles for lease or rent and taxicabs. For more information about this addition, consult Guide T4044, Employment Expenses.

T1007, Connected Person Information Return (Jump Code: T1007)

The address to mail connected person information returns, which previously had to be mailed to the Ottawa Tax Centre, must now be mailed to the Winnipeg or the Sudbury Tax Centre, depending on the residential address. For more information on the new addresses, consult the Help of this form.

TP-59, Employment Expenses of Salaried Employees and Employees Who Earn Commissions (Jump Code: TP59)

A capital cost allowance class has been added for zero-emission vehicles purchased after March 18, 2019. This new class, i.e. class 54, is for motor and passenger vehicles excluding taxicabs and automobiles used for lease and rent. For more information on this addition, consult Guide IN-155, Business and Professional Income.

TP-80, Business or Professional Income and Expenses (Jump Code: TP80)

At the time this form was updated, changes were made to the table in Part 5, Capital cost allowance. The custom column 3a, Cost of acquisitions of column 3 that are BIIA has been renamed 3.1, Cost of acquisitions in column 3 that are AIIP and will now print. Columns 5.1, Proceeds of dispositions that can reduce AIIP acquisitions and 5.2, UCC adjustment based on AIIP acquired during the fiscal period, have also been added. If your business earns income from online commercial activities, enter the name of the Web site(s) involved on lines 40 to 42 in Part 1, Information about you and your business.

TP-128, Income and Expenses Respecting the Rental of Immovable Property (Jump Code: TP128)

At the time this form was updated, changes were made to the table in Part 4, Capital cost allowance. Custom column 3a, Cost of acquisitions of column 3 that are AIIP has been renumbered 3.1 and will now print. Columns 5.1, Proceeds of dispositions that can reduce AIIP acquisitions and 5.2, UCC adjustment based on AIIP acquired in the year, were also added.

TP-232.1, Business Investment Loss (Jump Code: TP2321)

The Québec enterprise number and the identification number should now be entered in new Section 2, Information about the small business corporation. In addition, the new line 21.1 in Section 4, Allowable business investment lost, allows you to enter an amount as a deemed capital gain on eligible shares of a corporation disposed of during the year while transferring a family business.

Version 1.0 – Comments and Details

T3/RL-16 Data Entry Screen – Trust Income (Jump Code: T3)

Boxes G-5, Retiring allowance, G-6, Death benefit, and G-8, Single payment from an registered pension plan, in the Quebec (RL-16) column will now be calculated from boxes 47, Retiring allowance qualifying for transfer to an RPP or RRSP (included in box 26), 35, Eligible death benefits (included in box 26), and 46, Pension income qualifying for an eligible annuity for a minor, of the Federal (T3) column, respectively. If you had completed the slip with a previous version of the program, the amounts entered in boxes G-5, G-6 or G-8 will be retained as overridden amounts if they differ from the amounts entered in boxes 47, 35 or 46, respectively.

Custom boxes 261, Other income (box 31), and 262, Other income (total of boxes 35, 46 and 47), were added to the entry screen so that the income from boxes 31, Qualifying pension income (included in box 26), 35, 46, and 47 refer to box 26, Other income, on Form T3. As a result, box 26, Other income, on the entry screen has been replaced by custom box 263, Other income (excluding boxes 31, 35, 46 and 47). If you had completed the slip with a previous version of the software, the result of box 26 minus the total of boxes 31, 35, 46, and 47 will be reflected in the new box 263.

T3/RL-16 – Trust Income (Jump Code: T3)

Boxes C11, Actual amount of eligible dividends – after 2017 and before March 28, 2018, C12, Actual amount of eligible dividends after March 27, 2018 and before 2019, C21, Actual amount of ordinary dividends – after 2017 and before March 28, 2018, and C22, Actual amount of ordinary dividends – after March 27, 2018 and before 2019, have been deleted. For more information, please consult the Help of the form.

T4 Slip – Statement of Remuneration Paid

The following boxes have been deleted as they are no longer useful for filing a T4 slip for the 2019 taxation year:

  • box 68, Status Indian (exempt income) - Eligible retiring allowances;
  • box 70, Municipal officer's expense allowance.

T4PS/RL-25 Data entry screen – Payment from an EPSP (Jump Code: T4PS)

T5/RL-3 Data entry screen – Investment (Jump Code: T5)

Before 2018, the tax on split income (TOSI) only applied to individuals under the age of 18. Under the new rules that came into effect in 2018, the tax on split income now applies to individuals age 18 or older.

In general terms, these rules can apply to dividends, interest or capital gains received either directly or indirectly through a partnership or a trust (other than a mutual fund trust). The rules may vary depending on whether the individual is under the age of 18, between 18 and 24 or more than 24. For more information on this topic, consult the Help of the T3 slip.

Although the CRA has not added any boxes to the T5 slip to indicate income subject to the tax on split income, custom boxes have been added to enter the income split amount when preparing slips. If you use the Print Slips (Ctrl + L) command, this information is printed below the “Recipient’s name (last name first) and address – Nom, prénom et adresse du bénéficiaire” box.

In addition, boxes A11, Actual amount of eligible dividends (January 1 to March 27, 2018) (included in box A1), A12, Actual amount of eligible dividends (March 28 to December 31, 2018) (included in box A1), A21, Actual amount of other than eligible dividends (January 1 to March 27, 2018) (included in box A2) and A22, Actual amount of other than eligible dividends (March 28 to December 31, 2018) (included in box A2) have been deleted.

In addition, when the beneficiary is not an individual, the identification number in box 22 of the form must now include the account number (i.e.: RC0001) in addition to the business number. If you open a file prepared with a prior version of the program, the value will be retained, and a diagnostic will prompt you to add the account number.

Form T2202A, Tuition and Enrolment Certificate, has been renumbered T2202. This new form must be used for 2019 and subsequent years registration months and must be filed electronically with the CRA. Flying schools and clubs will now report information on Form T2202 all of the information that was previously reported on Form TL11B, which has been eliminated. Technical Information

Technical Changes

We are proud to present the many technical changes to the enhanced version of Taxprep Forms. We are convinced that you will be pleased with these changes.

Enhancements to the user interface

The following enhancements have been made to the interface to refine the display of the many Taxprep Forms views:

  • A single toolbar: The Standard and Advanced toolbars have been merged into a single toolbar that is always displayed which content adjusts according to the view selected. This new toolbar also provides new buttons with a more intuitive design.
  • Access to the views: The shortcut bar that was available on the left side of the main screen of Taxprep Forms was replaced by the button. When you click this button, a menu displays to allows you to select the desired view.
  • Zoom: The tool allowing you to resize the form is now available in the right corner of the status bar.

To know how to use this tool, consult the page Customize Form Display.
The selected zoom factor will apply only to the forms. The Xpress tool and the diagnostics pane possess options allowing you to apply a zoom factor different from the one set for the display of forms.
  • AutoText: To facilitate the entry of data, which is sometimes repetitive, a list of AutoText suggestions in alphabetical order now displays from an alphanumeric field for which such list exists. Start entering an alphanumerical value and, when a list displays, click the value that you want to insert in the cell.

Standardized presentation of information in the views

In addition to the Client Manager, Form Manager, EFILE Log view and EFILE Archives view, the following views are also presented in tables:

  • Print Formats view
  • Preparer Profiles view
  • Filters and Diagnostics view
  • Letters and Labels view
  • Advanced Network view (available with the Advance Network version)

Therefore, the functionalities available in these views to display, order and filter the information are identical. The following enhancements have been made to certain of the functionalities:

  • the search is performed from the search box or by using the Ctrl+F shortcut. For more information on this topic, consult the page Search Through Views.
  • the grouping area located at the top of the view is no longer displayed at all times. To group the content of a view according to a column, click the Group button, and drag the column header to the grouping area displayed. To ungroup , click the Ungroup button.
  • the filters available on the column headers now provide more criteria to allow you to quickly find the information you are searching for. As a result, in the Values tab, you can enter the text you are searching for in the list to find the one that you want to use as a search criterion. A second tab is also available to allow you to use advanced filter functions. For more information, consult the page Filter Based on the Content of One Column.

As mentioned above, the Print Formats, Letters and Labels and Filters and Diagnostics views are now presented in tables. In addition to taking advantage of the functionalities listed above, this new way of presenting information provides you with a way to order templates per template types, i.e. predefined or customized. As a result, the customized templates are displayed first in the view as they are the most frequently used templates.

Information on client files in the Open dialog box

The information on the client file displayed in the Open dialog box have been modified. Only the name of the corporation and the business number are now displayed in the dialog box, and this information is located above the name of the file.

To quickly review the information on the client files such as the return status the taxation year end and the various EFILE statuses, use the Client Manager. The Client Data filter allows you to obtain this information at a glance.

Letter Editor: more editing tools available

To group content in the diagnostics pane according to a column (for example, the Type), click the Group  button, then drag the column header to the displayed grouping area.
